The mission of the Consortium for Command, Control, and Communications in Cyberspace (C5) is to speed development of technologies to improve U.S. Government capabilities required to sustain U.S. military supremacy in weapon systems information technologies.
C5 offers a uniquely rapid, cost–effective and collaborative acquisition vehicle for companies, nonprofits and academic organizations seeking to do business with the Federal Government. As an alternative to the often complex Federal Acquisition Regulation, which may discourage non–traditional and small businesses from seeking to enter the Federal marketplace, C5 provides its members and eligible Federal agencies a flexible and user–friendly partnership path, linking buyers and sellers of innovation in the C4ISR space.
The National Defense Authorization Act (NDAA) for Fiscal Year 2016 contains
a number of significant changes designed to encourage and facilitate broader Other Transaction Authority use. These changes will be reflected in C5’s Requests for White Papers. A more detailed explanation of the changes is contained here.
